Partners For A Clean Environment

In 1994, the City of Boulder and Boulder County Public Health saw the need for a program for small, unregulated businesses that were unaware of environmental compliance concerns or lacked resources to improve business sustainability.  They city and county created the Partners for a Clean Environment (PACE) program to educate businesses on applicable environmental regulations and to help reduce the use of hazardous materials and the environmental impact to water, land, and air that results from business, government, and household activities in Boulder County.

The auto repair, auto body, and printing sectors were targeted first because of the availability of pollution prevention alternatives and the potential environmental impact of these sectors. Dental and restaurant sectors were added to address water quality issues associated with these sectors. The PACE program also began to work with manufacturers to provide a framework and the individual contact the businesses needed to follow through on pollution prevention goals.

The PACE program further expanded to the city of Longmont in 2003 and added the retail/office and landscaping business sectors. In 2005 the program expanded again to include outreach and education to businesses on stormwater quality protection working with the communities of the Keep It Clean Partnership.
